The decrease in tax rates for MSMEs from 1% to 0.5%, which came into effect on July 1, 2018, is expected to increase tax revenues from the MSME sector. This is one of the reasons for this research. The study sample used 27 respondents from MSME entrepreneurs who already had a tax payer number (NPWP), data processing was carried out using a descriptive analysis approach with data collection techniques through interviews. The results of this study found that knowledge of MSME taxpayers regarding taxation rules is still low, knowledge of basic tax debt calculations, tax rates, when to make deposits and tax reporting is 45.27%. In its implementation, they admit that they have recorded the cash receipts and expense, but still experience difficulties when deciding the amount of tax debt that must be deposited, including how to fill in the Tax Notification Letter (SPT). This has an impact on the level of compliance about taxation rules, which have implemented good tax rules only 44.45%. MSME entrepreneurs, that the register to have their own NPWP with awareness are only 48.15% while others are based on the interests of banking affairs. Most taxpayers admit that they have not been aware of any changes in the MSME tax rate to 0.5%. http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/528

Poverty is one of the problems currently faced by the City of Tasikmalaya. This is based on empirical conditions, where the poverty rate in the City of Tasikmalaya can be categorized as the highest in West Java. Though the rate of economic growth which is a measure of the success of economic development of a region, over the past five years until 2017, is above five percent. That is why the phenomenon that occurred in Tasikmalaya City was the background of this research. The focus of this research is directed at the strategy of implementing poverty reduction policies in the City of Tasikmalaya. This research approach uses mix methods, while the type of mixed research used in this study is Sequential Exploratory, which combines qualitative and quantitative approaches. To determine the poverty reduction policy strategy, a benchmarking model was used in Sragen Regency. While the reinforcement is used in the calculation of Analytical Hierarchy Process (AHP). The results of the study found that the implementation of poverty reduction policies in the City of Tasikmalaya, had not yet been fully effective. This is reflected in the role and function of the Coordination Team for poverty reduction in the City of Tasikmalaya, which has not run optimally. In addition, the task of coordination in formulating planning, mitigation, reporting, control and evaluation of poverty reduction has also not been effective. Therefore, a strategy is needed to streamline the implementation of poverty reduction policies that are considered not fully successful in achieving policy targets. The strategy carried out refers to the results of benchmarking to Sragen Regency, where the results cover two main things, namely the need for the pollitical will of the regional head and the establishment of a special institution that handles poverty. This finding is also reinforced by the results of the Analytical Hierarchy Process (AHP) which produced a pattern of strategies for implementing poverty reduction policies. The structure follows three priority scale patterns, namely; political will and institutional dimensions, followed by dimensions of policy content and environmental dimensions of policy.
Iwan SatibiUndang Sudrajat

2019-10-142019-10-1411161161SOCIAL ENGINEERING FOR THE UPPER CITARUM SOCIETY ON THE SLOPES OF MOUNT WAYANG IN THE APPLICATION OF CLEAN AND HEALTHY BEHAVIOR (PHBS) AND CLEAN PRODUCTION
http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/530

Existing Citarum River can be said to portray a river that has chronic pollution. Greenpeace (2012), mentions the condition of the upstream and downstream Citarum River as the most polluted river in the world. It has even been "crowned" the Citarum River as one of the dirtiest rivers in the world: "The Dirtiest River" The Sun on December 4, 2009. The dirty Citarum River has a connotation of the behavior of a dirty society. That is, the pollution that occurs is the contribution of people who behave in a way that is far from Clean and Healthy Life Behavior (PHBS). The images aired on Republika.co.id also show that the Citarum River is reasonable for getting the world's dirtiest designation. Handling of the Citarum River is certainly not as easy as turning hands, but requires patience, serious commitment and a long process. Studying from Japan in the face of acute environmental pollution problems since the 1970s has been processing for almost 20 years, can successfully overcome through social engineering. The steps begin with building public awareness, the synergy of government officials, academics and the private sector to form a holistic compliance and care for waste management, namely the application of recycling systems - separation, collection and processing of waste recycling. Armed with an optimistic spirit, the national program starts steps in 2018 to 2024 to realize Harum Citarum. In general, Healthy and Clean Life Behavior (PHBS), from the Upper Citarum River Community on the Mount Wayang Slope, generally shows a portrait of a bad lifestyle that is "dirty". The majority of people dispose of waste, both household and production waste directly into the river. Waste production of small-scale household food processing businesses, animal waste (“Kohe”) Cows go directly to the river without Waste Water Treatment Plant (WWTP), even livestock cages (Cows) merge with settlements, Kohe Cows processing equipment into biogas has been provided, but left damaged without repairs, the presence of communal septic tanks did not deter "helikopter" ("cemplung" latrines which were placed directly above the tributary water flow), selfishly selfish and felt they did not commit violations. Alternative handling of problems needs to be handled holistically through social engineering a.l. starting with raising community awareness in how to dispose of garbage by first sorting it out so that it is easier for further processing. The movement adheres to 3R (Reduce, Reuse and Recycle), namely reducing waste disposal, reusing and recycling; revive the shared responsibility to keep the river "jaga seke", change the mind set of the river is not a place for garbage disposal but for example rivers are a source of water for life and recreation, build synergy of all stakeholders, apply sanctions for anti-PHBS behavior while loading it on social media.

N R RuyaniAgus Alex YanuarSonia Nuraeni

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/533

Various problems faced by the public cannot only be handled by state or government authority. This is because it relates to various limitations faced by the state / government so that it requires the participation and support of business actors. This is a form of ethical and social responsibility of business actors in supporting state / government policies or programs to achieve state / government goals. In this context, public administration establishes public policies regarding corporate social responsibility. As one of the strategic dimensions of public administration, this policy is at the national level in the form of Law Number 19 of 2003 concerning State-Owned Enterprises, Law Number 40 of 2007 concerning Limited Liability and Number 25 of 2007 concerning Investment, Government Regulation Number 47 of 2012 and BUMN Minister Regulation Number Per-05 / MBU / 2007. With normative juridical research methods and literature studies, it appears that the existence of these five laws and regulations is a political decision of state institutions or the government to answer the real challenges and problems faced by society. With the legality inherent in the policy on corporate social responsibility, this becomes the basis for the stipulation of various technical policies used by the central and regional government bureaucratic apparatus to implement them. The regulation of corporate social responsibility needs to be integrated in one law, and needs to be firm about the nature of obligations for employers and the formulation of sanctions to be imposed.
Tatang SudrajatNurhaeni Sikki

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/542

President Joko Widodo or Jokowi has made a great leap in enhancing Indonesia’s Small Medium Enterprises (SME)s and the country’s overall creative industries by establishing a new non ministerial institution called Badan Ekonomi Kreatif/BEKRAF or the Creative Economy Agency. The BEKRAF, established under the Presidential Regulation Number 6 of 2015 issued on January 20, 2015, is responsible for accelerating the development of creative economy in Indonesia. Small Medium Enterprises (SMEs) have been playing crucial roles for generating economic progresses as well as social inclusion in Indonesia. Among the most important and worthy of priority is the country’s creative economy. The existence of BEKRAF will enhance close cooperation between the government, SMEs players and related economic stakeholders. This paper aims to assess the concept of “Creative Industries,” as a boundary concept that allows for increased co-operation between players and the generally opposing knowledge concepts—as reflected in their respective knowledge and cultural politics. Indonesia has great potential in terms of economic growth. In 2015, Indonesia’s Gross
Domestic Product (GDP) rocketed to 4.79 percent, far above the previous expectation of only
2.4 percent. This encouraging climate is indeed the right moment for the government to strengthen the country’s economic foundation particularly in the real economic sector. Hence, BEKRAF has a vision to build Indonesia as one of the world’s great economic powers in the field of creative economy by 2030. This issue will be discussed comprehensively in the final part of the paper.
I Wayan Aditya HarikesaRini Afriantari

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/545

This paper will try to describe and analyse various opportunities and challenges in the effort to improve Indonesia's small and medium enterprises in the era of industrial revolution 4.0. in the Southeast Asia region. In fact, the Indonesian economy is supported by a large number of Small and Medium Enterprises including a smaller type of business called Micro, Small and Medium Enterprises. The data shows that the number of SMS’s in Indonesia reached more than 90% of the total companies, and the contribution to the economy reached almost 63.4% of total GDP. In terms of employment, SMS’s absorb almost 83% of the total workforce. Most SMS’Es in Indonesia also include those who work in sectors that are often referred to as "the informal sector" because not all businesses in this sector are formal business entities. Typically, this type of MSME is concentrated in the home industry sector that produces traditional goods (handicraft items). Although the number of MSMEs in Indonesia is very large, and its ability to support the national economy is undoubted, its existence is still not "lucky" for SMS’s in other Southeast Asian countries in particular. Problems that are often related to the development of SMS’s, among others, are weaknesses in Indonesia's competitiveness caused by factors such as; business infrastructure development such as physical facilities and collaboration with all stakeholders in the industry. There are problems in providing ease of business operations where Indonesia is still under other Southeast Asian countries such as; Singapore, Thailand and Malaysia. There are problems in providing protection and security for investors to invest. The quality of human resources (HR) and the large amount of imported taps are opened so that Indonesian small and medium entrepreneurs often experience difficulties in expanding exports. From some of these issues, this paper will examine the efforts made by the government in developing the quantity and quality of Indonesian products, the economic competitiveness of the five other major ASEAN member countries, and the policies and strategies of the Indonesian government in the field of industry in the face of the 4.0 Industrial Revolution.
Iwan Ridwan Zaelani

Industry 4.0 is the digital transformation of industrial markets (industrial transformation) with smart manufacturing currently on the forefront. By following the development of current technology products, we can appraise that the presence of industry 4.0 has generated a start- up trend in the digital business today. Even though the development of industry 4.0 has had an impact on reducing the number of employees to several companies that have used advanced technology, industry 4.0 also has provided positive stimulation. It has improved the quality of human resources today by giving a new life for many people to create innovations in the field of technology that can provide significant benefits to human life. In 2018, the number of start-up in Indonesia has reached more than 1000 start-ups and this number is predicted to grow by 5% in 2019. In addition, Indonesia deserves to be proud of four unicorns including Go-Jek, Tokopedia, Traveloka and Bukalapak which have been created by its human resources. Accordingly, it puts Indonesia into the country with the highest number of start-up unicorns in Southeast Asia. As the result, the industry 4.0 era has created high public interest in the digital economy industry where the community as a human resource in Indonesia has been able to make the industry 4.0 a good opportunity by continuing to show its existence in creating start- up founders.
Lilifly LiliflyTria Mustika RamadhaniNurul Islam Wijaya

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/550

Procurement of soybean for tofu and tempe commodities was obtained from Primary Cooperative of Producers of Tempe Tahu Indonesia (Primkopti) and free market. The type of soybeans distributed by Primkopti is imported and local soybeans. In reality, tofu / tempe producers are more interested in using imported soybeans than local soybeans. In addition to the quality of imported soybeans that are better, especially in making tempe, the use of imported soybeans will provide a texture that is more supple and tough. Before the economic crisis, there were no problems in the acquisition of soybeans considering the relatively affordable price of tofu/tempe producers, but after the crisis, prices soared. The average increase in selling price of soybeans through Primkopti was 43.67%, while through the free market the increase was 69.70%. In the tofu industry, the average production costs increased by 2.3% while the average revenue decreased by 20.3%. In present conditions, Indonesia's soybean imports continue to increase because local production has not been able to meet soybean needs. According to the Ministry of Agriculture, it is estimated that in 2019 the need for 3,250,000 kg of soybeans is fulfilled by local production of 1,200,000 kg (37%) and the remaining exports of 2,050,000 kg (63%). This number indicates that the number of people continues to grow, the demand for processed soybean products continues to increase and dependence on exports will remain high. Primkopti as a cooperative for tofu and tempe producers, needs to look at changes continuously by taking into account the conditions of business systems, strategies and business management. To maintain and improve competitiveness and efficiency, Primkopti is required to conduct business restructuring in order to improve the cooperative business performance itself
Dandan Irawan

2019-10-142019-10-1411216230WHO AND WHICH ENTERPRISES ARE MORE LIKELY TO PAY BRIBES: EVIDENCE OF SMEs IN VIETNAM
http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/551

Bribery is a behavior of offering money or valuable things to someone to aim at achieving your purposes. Paying bribes is occasionally considered as one of unavoidable expenses for firms. Some business owners/managers think that they may not succeed if they do not pay bribes. Using large panel dataset from around 2,000 Vietnamese small and medium – sized enterprises (SMEs) from 2007, 2009, 2011, 2013 to 2015, this paper investigates characteristics of business owners/managers and firms that are more likely to pay bribes. Employing several estimates such as fixed effects logit and Poisson models, we find that business owners/managers who have higher education level are more likely to bribe than others. Regarding firm characteristics, we document that larger firms are more likely to pay bribes and also have higher frequency of paying informal costs than others. These firms also predict that there will be an increasing bribery fee trend in the future. Besides, both manufacturing and exporting firms also expect increasing trend of bribery fee in the future. Among different SMEs, household businesses and manufacturing firms are less likely to pay bribes than other firms. This paper contributes to better understanding the characteristics of entrepreneurs and enterprises that have higher probability to pay bribes than others by exploiting better dataset compared to existing literature. Policy makers need to take into account these characteristics of entrepreneurs and enterprises when designing policy to mitigate bribery behaviors.
Nhung Thi Hong Vu

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/553

Cooperation between Indonesia-Japan has been going on since 1958. In 2007 bilaternal relations between the two countries ended with the signing of an economic cooperation agreement called IJEPA ((IndonesiaJapan Economic Partnership Agreement). The agreement was prepared to generate benefits for both parties fair, balanced and measurable through liberalization of market access, facilitation, and cooperation through capacity building for priority industrial sectors. In IJEPA there are 11 points of cooperation, one of the main points is Cooperation, where the Japanese agreed to provide assistance through capacity building Indonesian industry, one of which is in the automotive industry. Japan is one of the developed countries in the ASIA region, especially in the automotive industry. Japan's presence as a country of its special Industry Automotive is considered to be very helpful in developing an Autonomous Industry in Indonesia. This collaboration resulted in an agreement namely the Manufacturing Industry Development Center (MIDEC) which was very petrified in the development of the automotive industry in Indonesia. To increase Indonesia's industrial capacity especially in the automotive sector, through (MIDEC) Indonesia and Japan collaborate in several main activities, such as Technical Assistance, and Training. From the results of this study, it can be concluded that macro, Indonesia and Japan both benefit from the application of the Special IJEPA in the automotive industry. However, Indonesia received a greater level of benefits from Japan in terms of human resource development and the national automotive industry as well as influencing Indonesia's national income both in nominal terms and presentations, as well as having an impact on doubling the doubling of Indonesia's export earnings. The Indonesia-Japan Cooperation that was established in IJEPA, can be seen a very significant development specifically in the field of Automotive, towards Indonesia's national income, this development is not only assessed in terms of national income. One other advantage is through employee training programs by bringing in experts from Japan as well as employee dispatch programs to work for a certain period of time in Japan, resulting in an increase in HR especially in the automotive sector. Where the employee's results from training become a valuable asset for the company, because after participating in the activity, they can share knowledge with other employees who have never participated in the program. IJEPA has an important contribution in increasing Indonesia's national income.
Imam BudimanBulbul Abdurachman

The direction of national mainstreaming policies and strategies according to the 2015-2019 RPJMN, one of which is gender mainstreaming. This is related to reducing the development gap between men and women. In the education sector the average length of school for boys has reached 8.56 years, while women have only reached 7.65 years in 2017. The role of women’s education in efforts to improve the quality of human resources is very strategic, especially in the effort to prevent stunting. This study tries to look at the relationship between the level of education of women with Low Birth Weight (LBW) who based on several research results contributing to the occurrence of stunting. The largest average LBW in the 2013-2015 period was in Sukabumi District of 2,163 cases with an average length of school of 6.37 years and the lowest in Bogor City at 81 cases with an average length of school of 9.37 years. Using regression analysis, the results of data analysis showed that the average length of schooling had a significant effect on the average number of infants with LBW in districts and cities in the West Java province. The results of the cluster also show that there are several municipal districts that need more attention because they have LBW above 1000 and the average length of school is less than 6 years.
Deden Rizal RNeny Hendajany

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/557

The internet has changed the entire retail industry in Indonesia. More consumers are taking advantage of this development, shopping whenever they want and easily switching between online and offline channels. There is also a tendency of consumers to use one channel to search product information and use other channels for purchasing not necessarily from the same company, in order to maximize their satisfaction. This indicates the cross- channel free-riding which is switching between channels and also between companies, whereas consumers often process the disbursement of product information from an online store but make purchases in other offline stores. Furthermore, related to the use of technology/channels, there are different motivation in using channels for shopping between gender. Likewise in the financial industry, both banking and non-banking. The use of technology is increasingly fast, enabling effective financial transactions. This was marked by the emergence of several new and developing companies in the financial sector, or better known as Fintech. The high level of public interest in more flexible and easy payment needs results in the number of startups engaged in electronic or digital-based payments or commonly called digital payment startups. This paper is a literature study (the results of literature review) that refers to empirical evidence (previous research reports), books and information and actual facts the results of an action research. Action Research is an attempt to study the problems that arise that aim to direct, correct, and evaluate the decisions and actions of the organization. The implementation needs to consider the public perception of the use of digital payment as a new era in the Non-cash payment system along with government discourse to activate the National Non-Cash Movement program, especially regarding the factors that are still obstacles and risks faced. The toughest challenge is how to increase public trust, that the system in digital payment is safe and that consumer privacy is maintained, both in terms of technology and from the regulatory side. In addition, companies are also required to adapt to all risks faced, including cyber security and fraud issues. In this case the internal auditor plays a role to be able to provide recommendations on strategic decisions related to the company's internal control so that the creation of a digital payment climate is conducive for companies and consumers alike.
Bingky Aresia Landarica

http://proceedings.conference.unpas.ac.id/index.php/icis/article/view/578

The main concern with this study is to discover which relationship is there between teachers and their textbooks. Are they satisfied with the content or it needs a kind of supplementation to meet their objectives? Many studies dealt with textbook supplementation but the choice of EFL teachers to supplement or not to supplement was not determined. So, the goal of this research is with the choice of teachers to supplement or not, their attitudes towards supplementation, and for those who do not supplement, reasons behind that choice and judgments others launches on them. Questionnaires and interviews with EFL teachers were used as research instruments to collect data. The study findings are that teachers are not satisfied with the content of their textbooks so all the participants in the study tend to supplement their textbooks. From the interviews, teachers do have two attitudes towards those who do not supplement. Exploitation of all textbooks activities and not to supplement is not negative and can lead to satisfying results. The other attitude is that those who do not supplement cannot meet the main objectives because the activities in the textbook are not enough to reach the intended goals.
Hajar El Ouardi
